Newburgh Enlarged City School District Contracts

Superintendent Contract Addendum, October 25, 2011. This allows the Superintendent to "liquidate" up to 38 unused vacation days at a per diem rate of 1/240. The existing limit was 13 days per year and all days "upon separation from the District". The rate is 1/240th of annual salary of $175k. The 25 additional days is a little over 10% of annual salary. The full 38 days would amount to $27,708.33.

MOA with the NTA Teaching Assistants, August 4, 2011 Agreement for July 1, 2011 to June 30, 2012. Step increments to occur January 1, 2012.

MOA with the Newburgh Teachers' Association, July 7, 2011. Agreement covering July 1, 2011 to June 30, 2012. Step increments to occur January 1, 2012. The NTA website cited as a "salient point of the agreement" that "The District has recalled ten (10) unit members who have been laid off." However, you will not find that point written in the agreement.

Retirement incentive agreement with Newburgh Supervisors and Administrators Association, June 30, 2011. The terms state that members must submit an irrevocable letter of resignation for the purpose of retirement before July 12, 2011. Amount is 50% of last year's compensation paid in five installments, from September 2011 to September 2015. Executive Principal Copeletti and Athletic Director Townsend likely qualified for this incentive. Presumably, so did the three administrators who retired in July 2011 and then returned to NFA as per diems in September 2011: Mucci, Tummarello, and Jackson.

MOA with Newburgh Supervisors and Administrators Association, May 11, 2011. Agreement for July 2011 to June 2012. Step advancements to occur on January 1, 2012; longevities occur on July 1, 2012.

MOA with the Civil Service Employees Association, May 11, 2011. Agreement covering July 2011 to June 2012. "Unit members will continue to contribute 1% of the District's cost of the annual premium for individual health insurance coverage and 7% of the cost difference between individual and family coverage..." Step advancements deferred until December 31, 2011 "for all unit members on step". Modifications to layoff procedure and a few other provisions.

NTA retirement incentive, February 24, 2011. For NTA members retiring June 2011. The incentive amount was 50% of final salary distributed over three years. "The parties agree not to reopen for negotiations the subject of a retirement incentive for at least the period commencing March 1, 2011 and ending June 30, 2014."

Superintendent contract with Ralph Pizzo, February 15, 2011. Contract for the period from February 15, 2011 to June 30, 2014. This contract does not appear to say very much about what the Superintendent is expected to do. The only specific reference: "The Superintendent shall be entitled to exercise those powers granted to him under Section 2508 of the Education Law while actively serving in his position." It sounds almost voluntary. This contract is very similar to the prior superintendent contract.

MOA with CSEA, June 4, 2010. CSEA agreement for July 2010 to June 2011. Longevity of 1.5% for non-step employees. Step employees advance as usual. Special salary increase for a Senior Monitor. No health insurance buyout for retirees. Several other provisions.

MOA with NTA, June 2010. Agreement covering 2010-2011. Salary schedule increased by 1.75%. Step increments effective December 1, 2010. District's share of health insurance for current employees to 92% effective January 1, 2011.

Addendum to superintendent agreement with Saturnelli, June 2009. Agreement covering July 2008 to Jun 2011. This contract appears to have been signed about one-third into the covered time period. Salary of 197K, 207K, and TBD.

NTA retirement incentive, December 2008. For retirees in July 2009, the amount is 40% of last year's salary paid over two years.

Superintendent contract with Saturnelli, July 2006. Covering from July 2006 to June 2009.

NTA contract (9.5mb), August 2005. The agreement in effect from July 2006 to June 2010. This document spells out many of the details that have been carried forward in subsequent NTA agreements.
